Not a chance.
Remember the guy's speedometer quit at the same time. There are 2 actuators, EBC & 4WD, on the quad and I am not sure which one you are referring to but neither one has anything to do with the speedometer.
The problem has to be the SPEEDO SENSOR that is bolted on the right side engine case near your right foot's heel as you are sitting on the quad. It is a black plastic part with 3 wires. The sensor is a hall-effect type that gets triggered by change in magnetic field sensing the rotating transmission output shaft. Usually the plastic body of the sensor is cracked or water got inside the sensor. If the speedo sensor fails, both Speedormeter and the 4x4 function does not work. The 4x4 function depends on the speedo signal processed by the igniter & Controller (smaller black box under the seat).
