Default Valve issues??

Hi, I have a pair of old klt 200 three wheelers that I bought for $30. Both are in good shape and run. I am having problems with one though. I know how to work on 2 strokes but have not ventured into 4 strokes much! The problem that I am having is that one of them does not want to idle very well. I turned up the idle screw till it idles great, but then when I drive or rev up the motor the idle stays way high so I back the idle screw back down and then it doesn't want to idle well again. I have cleaned the carb, and jets. Adjusted air screw. Checked compression (150psi). And looked for air leaks, spraying carb cleaner around carb and boots and vaccum hoses. I have put on a new electric fuel pump also. Still can't get it to idle right. Could valves being out of adjustment cause this problem? I am out of ideas. Like I said, I am only familiar with 2's and not 4's. Any help would be great! Thanks, Preston
