Default 1999 Kawasaki 220 bayou

How do you remove the rear brake drum?

remove the wheel take big center nut off. back brake adjuster off and pull it off

Default Rear drum will not come off

The rear drum will not come off. It is spline on. Is there a special puller to remove it?

No there is no special puller or tool to remove.
Most likely corrosion is holding the drum tight to the hub, especially if this is the first time doing this in a few years or ever. Like the othe guy said, remove the axle nut and adjuster first. And then using a mallet start banging on the outside edge of the drum to loosen up all the corrosion. It will come off sooner or later.

Agreed. A little WD-40 or better yet PB blast can help. Along with some heat.
