2001 Kawasaki bayou 220 hard to start when it's cold out

My 2001 Kawasaki bayou 220 is hard to start when it's cold out. I just had the top end rebuilt with a new piston, honed the cylinder, cam shaft, valves and new carburetor. It was warm out when I dropped it off to get fixed and now is very cold after I picked it up. I have to choke it fully and it barely starts and then dies after a few seconds. After doing this a few times it will finally start, but I can't take the choke off and when I give it gas it seems like it is missing and sputters. Does anyone have any ideas what the issue could be? It was in a heated garage when I picked it up and it fired up just fine and ran good. I have no idea what it could be. Thanks in advance for any ideas.

Try another plug and check compression if you can. If that doesn't work, clean the old carb out and put it back on, if the new carb is a Chinese copy, it may not be set right, or even have the wrong jets. Or it could just be sediment disturbed when the tank was removed, has now got through into the new carb.
