I just picked up this older bayou 400 it has 30 psi of compression the timing chain has so much slack the fully extended tentioner is not even touching it

 

Unless the valve clearances are well out, you are going to have to remove the cylinder to find why the compression is down, and rectify it. Fit a new cam chain while you are doing this, and check chain guides for wear.
