Default Kawasaki Lakota issues

Picked up a Lakota and I'm having some issues though. Started by going through everything(don't trust previous owners maintenance). I changed the oil, new plug , checked compression, checked timing, drained the gas, adjusted valves, checked air filter, cleaned the carb and checked the disphram and needle. My problem was it would pop over for a second then stall. After figuring out it ran on choke I knew it was lean, I pulled the carb back off and me not paying attention confused the jets. After fixing that it popped over and stayed running, great until I tapped the throttle, it would pop sputter and won't rev out smoothly or completely. Anyone have any ideas on what to check for next?

For anyone having a similar issue or turns out these need battery voltage to run correctly. I swapped out the battery and she runs fine.
