how do you make a picture smaller so it can be used as an icon?

Bartlett, can you do one for me? I tried and the damn thing wouldn't recognize the picture as a jpeg after I squashed it. Why? I have no idea. If you can, let me know. Thanks.

 

i can also take any pic from you guys and downsize it to perfect quality of you need help or i could also take a pic off the net like at the website or whatever i think i'm almost up to 50 icons so ya i can do them pretty quick now it only takes like a couple of minutes so its no problem if you need help
