The info you've been given is about it. Like Mojaveaddict said it eliminates the rev limiter and helps acceleration. It made a noticable difference when I installed mine. You can purchase the KLR250 CDI box from almost any Kawasaki dealer or possibly even eBay. Once you have the CDI box you can either "hard wire" it in with electrical tape or remove the plastic end caps from your original and plug in the new ones. You may want to write how the wires went in case you want to undo the changes you make.
The wiring is as follows:
(The 2 wire cap)
black to red/green
black/yellow to blue/red
(The 4 wire cap)
green/white to black/white
black/yellow to black
white/blue to white
red/white to red and red/blue

By "wheels" do you want to know about the rims or the tires?
Well, the rims are stock and have been sprayed with black rhino-lining with clear coat for shine. Although they won't chip they are not indestructible. I was just on a trip to the Tomahawk Trail in northern Michigan where I managed to bend some rims while riding on a dirt bike trail. Yes, trees were involved. Now that I'm back I noticed there is a good wobble driving on pavement. For more info on the trail check out the most recent issue of REV magazine. The trail was number 10 on Yamaha's top 25 trails, I'll agree.
Oh, about the tires, they have a thin layer of professional tire shine to keep mud from staining them. Anything else?
