i'm kinda confused, when i pulled off my belt cover and put the bike in neutral and deflected the belt, it came about 2.5 inches from touching the other side of the belt. i just don't see how pulling out a shim is going to tighten this belt up. what am i missing here?

Removing a shim causes the driven pulley to close further, pushing the belt farther out from the center of the driven pulley (at idle). That makes the belt tighter. I have descriptions and instructions for readjustment on my website. Read up. Search related info on the forum too.

When you pull the cover rotate the rear clutch several times. This closes the sheaves and drives the belt up to the top as far as it will go. After this use a straight edge across the top of the belt, push down with 7lbs. of force(firm but don't force it), then measure the deflection. You'll find it makes quite a difference in your measurement, maybe your ok now. Does it squeal on takeoff? The lower in the range (22-27mm) you are the better the performance and the longer the belt life.

The 650 CDI has 2 timing retards to limit our power. One is at low RPM, the other at high. This creates a little lag at takeoff, and the power fizzles so we can't go very fast. Normally an 8 valve 2 cyl (650) would walk all over any single cyl or any 4 valve 2 cyl of similar displacement. However, we are limited by timing so no matter what you do to the motor, it won't go fast.
There is a performance CDI coming soon, that will make our 650's scream. We don't talk about the name much because the producer left this forum because he was asked to pay for the free advertising. However, rest assured when this CDI is available we will all be talking about it. IT will be about $300.
However, there is a power module that "fools" the stock CDI into thinking that you are already moving by generating a simple pulse signal. I have a small amount of info on that too. It is less that $100 US I think. But, it seems as though only canadian shops are making this thing.
