Hello lynn,
I tried the plug coming off the ignition switch but that did nothing at all. i have not tried t o see if power to wires but like you said it should turn everything off. tail light is still on and i can also push the button to start the bike. At least the saftey or kill switch next to the starter button does turn the engine off while it is running.Any thing else i can try !

Do you see any wiring on this quad that looks like it is non-factory? Look for things like stray wires running outside along the taped up wiring harness, etc...

Hello I did as you said to diconnect fuse at the battery and the light and system shut off,Also heard a click when i did that.battery is fully charged now so what else do think it might be.checked all wireing it looks to be all factory wrapped no spices in the wiring anywere.

Click? Find out where that click is coming from. That is another clue.
Does your quad have a remote on/off module where you can turn the quad on/off with a key fob? If so find the remote control receiver module and unplug it. Usually this is a small box with a nine pin connector on it. It also has a dangling wire hanging down a few inches long (the receive antenna). It may or may not also have a two pin connector going to a siren.
The only other thing that could be possibly connected to the wire between the output side of the fuse and the ignition switch is the output of the voltage regulator. Find your voltage regulator and unplug it. See if that changes anything. The voltage regulator will be a small aluminum cased module with fins on it, about 1" by 2" with a four pin connector on it. I don't see how this device could explain your problem unless you have more than on problem. But it is easy to unplug, so try it just to be thorough...
