Default 90cc quad Starting problems

Hi, I bought my son a 90cc quad of eBay and I have managed to get it running a couple of times with great difficulty!
It has an electric start and turns over very well, but very rarely fires up? I have had the spark plug out and cleaned it up, the type is A7TC, however it only coughs and splutters a little every now again but nothing else? I have ordered a new plug but have now noticed petrol dripping from a section of the exhaust pipe near the back before the silencers?
Could you please help as I feel sorry for my 10year old who has only played on it his Christmas present once.
I could upload pics or videos if it's possible?

Did you get it running? is it a 2 stroke or 4? is there a kick start?

Clean the carb.
Fuel is leaking by the float needle and flooding the motor.
If it's a 2 stroke::
Then apply full throttle to allow more air in and try to start. It'll cough and sputter till the extra fuel is used up.
