Default problem with a scrambler 90

I'm having problems with my little brothers scrambler 90. This thing has been in the shop more then a banshee. So this time i thought i give it a try. It wasn't idling witch was a easy fix but when ever you hit the gas it hesitats (or however you spell it) sometimes but note that that did that before i adjusted the idle. What i'm hoping it is is just water in the gas b/c i really don't want to mess with the jetting and taking the carb out. Any idea's??

Check the air filter, or see if the plug needs to be changed.

The box that connects to the carb is the air filter.

Pull the fuel line off the carb and make sure you arer getting a steady flow. If it's good, does the problem go away after it warms up for 10-15 minutes? Does it smoke like crazy?

It doesn't smoke like crazy but once i lossed this one screw forget whats it called and that seemed to help a little. I still think that there is water in the gas so i'm goin to dran the tank and just but new gas in it.
