LT80 throttle limiter help needed

I have a couple 1991 LT80's that I am trying to sell and the parents are concerned about the speed. I always thought there was some sort of throttle limiting screw on the thumb throttle, but there does not appear to be anything. Is there any throttle limiter on these things that I am over looking or do I need to rig something up? Thanks in advance for your help.

On the "stock" thumb throttle there's supposed to be a bolt and lock nut. Screwing in the bolt limits
the amount of throw on the thumb throttle thereby reducing speed. Also, when they come from the
factory their's (2) additional restrictions. (1) in the carb just under the carb top and a second in the
exhaust between the pipe and cylinder. Both are removable.
