Remove the spark plug and try turning over "very slowly" with the kick starter. If that won't work, try to turn the flywheel starter gear with a screw driver. Don't try too hard. Just want to determine if the kick starter gears are stuck or if your air filter allowed some water into the engine (Piston area). If you hit water and it died in the middle or immediately coming out of the puddle, you probably have water in the piston - sucked in through the air filter.
