Triple riding - ethical question....

I have personal experiance with a death due to someone not wearing a helmet. My fiance died at 21 when she was involved in a rollover accident a "put-put" speed and I was left to raise our 1 year old son by myself. She wasn't very experianced on a atv and was at a friends house riding when she overturned (side) on a steep hill. It's been almost 6 years and it still eats at me knowing that if I had been there she would not have been riding without a helmet. I've been riding since I was 5 and had it taught to me at an early age to always wear a helmet. I angers me when I see some kid riding without a helmet and no parents in sight watching what their doing. If I could only show them pictures of how my fiance looked after the wreck, almost every bone in her face was broke I could barely recognize her, it's something I will never get out of my head.
Just because the rider may not hurt another rider isn't a good excuse, they have family that will live with it forever.
