I don't think anyone has replied to your message, I will try and help you. I dont know if the 250's are the same as the other Kazumas, but my thought is yes. You are right about the carb, there are two screws should be on the right side, one is for the air/fuel mix and the other is idel. The one that looks to be on top is the idle screw and the one on the bottom towards the left of the one on top is the air/fuel mixture screw. The mix screw in SC is two full turns from full close. Close is all the way clockward. The idle is the same, you will need to adjust these alittle, depending on were you live.

Hope this helps, There should have been a book that came with it, with complete break down of the hole unit.

Let me know more about the 250cc, I ma ybe looking to purchase one.

actually, if it is a water cooled 250, it has a mixture screw on the bottom of the carb, between the float bowl and the intake. its kinda hard to get to but perty self explanitory. if it has the valve lash adjusters on the left side of the valve cover, these will probably need to be adjusted as well.

Just a though, but my falcon 150 was doing the same. Change the Spark plug to a better quality one. I changed my stock one to NGK and noticed the difference in idle and take off. This and the correct idle/mixture adjustment may help.
