Problem with New 50CC Jackel

I started working on my son's new 50cc Jackel today and can't seem to get it to start. It turns over fine, but doesn't seem to be getting any fuel.
I added fuel and changed the oil. There are a couple of thing I thought it might be:
1. there is aabout a 8" black hose/ line coming out of the bottom of the carb which hangs straight down and is not connected to anything. I don't see a place that it should be connected to either. Is this the correct, is this some type of over flow line or something?
2. How can I tell if it is getting a spark?
Any help would be really appreciated.

Initial start up on these can be tricky. You have to play with the choke. Make sure you have a strong battery also. Is the fuel valve on? While you turn it over you have to slowly open or close the choke. Make sure any of the safety features are not on. I can almost bet it is the choke. I have delt with alot of these.

I have made sure the fuel valve is in the on position and checked the safety kill's.
What do you think of the tube / line hanging down from the bottom of the carb? Is this normal?
