I think there was a confusion of terms. I took "not turning over" to be cranking, but not firing. In this case, I'd look at the kill circuit, and the left handlebar control kill switch in particular (see my previous post).
If starter turns, and engine does not crank, then there's something broke inside the motor. There is a woodruff key (shear pin) on the flywheel. With the case open, and if it looks the its just spinnng there, then this could be the cause.
You will need a Honda flywheel puller to get this off and a shop manual for advice on disassembly and assembly.

Bill2099,
Do you by chance have a manual for a 2005 Kazuma 250? I have the utility model but I think the drivetrain is the same as the sport ones. I have been trying to find a manual for this machine & I need to do some work on it soon. I have been reading the posts which you and others have put out some good & much needed info. on these ATV's. I am having the common problem of the motor not wanting to idle & was hoping a manual will help me before I resort to changing out the carb.
Thanks much.
Chris
