The Kohler engine is probably governed so that the engine never reaches high RPM's. It's likely, although I've never seen one, that the throttle cable doesn't actually actuate the carb. The engine speed is controlled by the governor. Bypassing a governor can give you access to power and speed previously unavailable but it can also allow you to over-rev the engine and blow it.
