Welcome to the forums.
It's a plugged jet (prolly the pilot jet).
Clean the carb and remove both jets and blow out well.

before i took off the carb i pulled off the little cover for the belt and it had a lot of water in it i got it all out and dried it with a airhose and it works fine, i noticed that several bolts are missing on the case for the belt and part of the gasket was missing so water could get in there. thank you for the help

also how do you check the oil, and how do i add oil if i need to ?????

In front of the front sprocket, there is a bolt you take out. The fill is on top. Fill till oil seeps out the hole.
10-40 oil is fine.
