Baja 50cc Problem

Hope everyone had a great Christmas.
I bought my 5 yr old little girl a Baja 50cc from PepBoys. All seems to fine, with one exception. There is a choke lever located behind the fuel shutoff valve. The choke lever has 3 positons, one position I presume is no choke, another is half choke, and I ma guessing the other is full choke. It will start fine in either the 1st or 2nd position and runs OK in the second, which I am assuming is the half-choke. At any time I switch over the the third position, which I am assuming is where it should be when running in normal mode, the engine will die. This occurs even if I have warmed it up for a half-hour. I can ALMOST keep it running if I give it some throttle, but it still dies. The idle speed is fine
My question is this....Is this symptomatic of a carb needing adjustment of the fuel/air mixture? I know your never quite sure what you'll get with the Chinese quads, but the quality seems to be decent. The manual is a totally different story and does not even reference the choke, or the location of the fuel/air screw. I only knew where the choke was when the PepBoys tech told me to start it "all the way up", let it run 2 minutes, "move it to the middle" and run it 15 minutes and then "move it all the way down".
