Carb tuning question

Okay I followed 2manytoys article and the mixture screw is NOT on the air box side of the carb left of the idle screw. It is on the intake side at the bottom infront of the float bowl. I turned it two turns out and then I adjust the idle and then I turned a little both ways and it did nothing, no change in revs at all. It is a round slide version and it is on a Hi-Bird 200cc It seems to idle fine but it bogs when you flick the throttle quickly. It was set from the factory only about a 1/4 turn out from closed. Any ideas? The mixture screw is very hard to get to cause they tucked it behind the starter and you can't use a small screwdriver on it. I could only grab it with needlenose pliers. AM I barking up the wrong tree here?
