There is a one way sprag starter clutch that is driven by the starter chain. It locks up in one direction to allow the starter to turn the engine, but when the engine starts up it disengages and free wheels so that it doesn't spin up the starter motor. Sounds like yours is free wheeling all the time. I'd remove it and see if it can be taken apart (I've never actually done this). It is a pretty simple device. Maybe the sprag rollers and/or springs are frozen up and need a little oil. If the rollers are damaged the starter clutch will have to be replaced.
