Default Eton Viper 70,Is a restrictive spacer in the carb?

Ok,I've read several post in different forums about a spacer on the slide keeping from opening up all the way to prevent actual full throttle.I dont mind tearing into the carburetor just to see but before I do ,has anyone removed this spacer if there is one and if so did you see any positive results?
