Default Kazuma 110 Panda

My sons Kazuma 110 is really hard to start lately. It used to run fine, but now it takes forever for it to kick over. Its getting spark, gas is new, cleaned carb and it turns over no problem. If I put the choke on it floods out. Choke off it almost seems like its not getting gas, then just before the battery gives out it just barely starts. Once its running for the day it will keep starting, but not without several attempts and the exact amount of hope and throttle. Any Idea's??? I have not changed the plug or adjusted the valves yet. Its an 04. thanks

Adjust the valves first. Get that out of the way before doing anything else.

After that check the compression.
