your float is sticking, its position is false and bringing in fuel. also check your crankcase oil for gasoline contamination.

Is the O-ring really small?
I don't know anything about eton carburetors, but I've worked on other small enigne carburetors where the float needle valve seats into an o-ring pressed into the fuel inlet hole. That little o-ring (if you have one) flys out without a trace when blowing passages out with compressed air.
Again I don't know about your carburetor, but just in case it might be your problem I thought I would mention it.
By flooding I think you mean that fuel comes out the overflow? If so I agree with Jaster94. Your Float needle valve is leaking.
