e-Ton viper 150 not starting up - at all! Help please!!

Okay, it starts now. 
But, it's still not moving forward. It's getting gas.
I push in the throttle all the way, it sounds like its ready to stall, then it goes. So reaction time of the throttle is terrible.
But, it's not moving forward. It goes reverse fine!
Their was oil in the belt, causing it to slip. Will that cuase it to slip?
