E-Ton Viper 90 (old) Hard Starting and low torque

I have an older Viper 90 that has been a workhorse for some time. My kids are starting to outgrow it, but it's still a fun, well built machine.
It seems every other season I need to tear down the carb, and I've done that, but now it is really hard to start when it's cold... Even if it ran 2 hours before...
I did the usual: Air filter, fuel filter, drained carb, etc. It takes a quick shot of starting fluid to get running, and seems to run weak... This is new. . . (ok, it runs ok on flat ground, but won't pull the kids up even a little hill)
I might be tracking multiple issues here... not sure...
Any help or advice would be great.

use a compression gauge and see what you've got. please don't do the thumb trick. that'll only tell ya that you got "some" compression. get a gauge so you can be accurate. it's like this: do you use a voltmeter/ohm meter to check out wiring/circuits or do you use something homemade to check out wiring? yeah, go with the correct tools. it's an investment in your toys.
