Question Dinli 50cc flooding ?

My neighbor brought over his Dinli Dino 50cc 2 stroke atv for me to fix and I am having some problems getting it figured out.
I can get it to start on starting fluid with the carb off but with the carb on it floods the cylinder almost immediately with fuel and will not start. If I air/dry out the cylinder I can get it to start again with starting fluid. I was advised that a new carb would solve my problem so I purchased one but, while it couldn't hurt to have a new carb, it did not solve my problem.

Do you have any suggestions on why the cylinder is flooding with fuel and what I should be checking ?
Is there a way to disable the electronic choke to try and start it without it ?
I am not sure how the electronic choke works or can I test it to ensure it is working correctly ?
I am also unsure if the new carb comes preset or do you have the starting settings that I should set it too ?

I should also state, I tried checking the float and it appears to be working properly. When I manual put a small amoutn of air pressure in the fuel in hose if I lift the float it will shut off the air. So I think the float is working properly.

I appreciate your help and any suggestions you have for getting this atv running again.
Thank you.

I recommend that you call/email Maximumrpm.com.
Justin was the original importer of the dinli and I'm sure the fine ppl there can help you.
