when i start my cannibal cold it doesn't whine, but when i just turn it off for a second and go back the computer whines. anybody else have this problem?

Are you sure it isn't the fuel pump making noise? I know when you turn the key on you will hear the fuel pump prime and you'll hear a similar noise when you turn it off.
