Default Trail Responsibility and Accountability for the Improvement

I checked out the ATVA site...........I guess this must be a "non-issue" in their eyes?

My opinion has always been that ALL these outdoor organizations should have a position on what they deem important........wouldn't you think that any legislation with the word "trail" and "accountability"(since we generally damage the biggest share of them) would peak some interest "somewhere"?
