California & CARB!
#1
Now this issue deals with boats today. But rest assured that they are not the only targets that CARB and the Earth Island Institute & the Blue Water Network has in it sights!
First issue deals with the recently proposed motor sticker program. Californians and even the rest of the nation needs to write letters to stop this action by CARB. Here is a reply letter from Dick Dickerson of the CA assembly.
From Dick Dickerson, Assemblyman Second District.........
Dear Mr. Vaughn:
Thank you for your June 28th letter concerning the CARB and their recent labeling and other actions concerning outboard motors.
You raise a number of important concerns affecting our area with many outboard boaters. First let me say that the CARB is accountable to
the Secretary of the California Environmental Protection Agency who in turn is appointed by the Governor. I encourage to pass on your
concerns to the Govenor and Secretary who have direct control over this issue.
When the effort to restrict two stroke engines failed last year, the Board took it upon itself to administratively regulate the industry setting
tougher air quality standards. The good news is that they did not make the new standards retroactive, so no existing outboards are restricted
from use in most areas of the state or resale. However, one area, Lake Tahoe, has chosen to ban motors that don't meet labeling standards.
Fortunaetely, there doesn't seem to be a stampede to impose these restrictions in the state for many of the reasons you detail in your letter.
Where I can help most is in the legislature. Last session there were a number of ill conceived attempts at doing away with two-cycle
outboard motor use around the state. In my role on the Natural Resouces committee and as Vice Chairman of the Water Parks and Wildlife
committee, I will be in a good position to head off any similar attempts this session.
Thanks for your concern over this very important topic.
Sincerely,
Dick Dickerson, Assemblyman
District 2
The California Air Resources Board. This site containes the blue print for the demise of all two stroke motors in CA. Please note that there will probably not be any grandfathering in any actual regulations that this bunch proposes.
