Default get a permit to ride in closed areas?

last time at glamis i heard a rumor that if u went to the ranger station at geko or something like that, u can take some kinda test and get a permit to ride in the closed areas. does anyone know if this is true?

The permit will be for the large closed area between Roadrunner campground and Patton Valley there will only be a limited number of permits per day. This will start when the new RAMP goes in affect. The BLM has turn it in too the U.S. Fish and Game people to get there ok. http://www.ca.blm.gov/elcentro/isdra_deis.html
