Default OT...Parking lot damage Laws in Michigan

My cousin goes to school at CMU. He was parked at work on campus and when he got out to his car there was a huge dent in his door, like someone had hit him with thier bumper. He doesnt know who did it. I told him that he's screwed under Michigan's No fault laws, but he says that leaving the parking lot without reporting the property damage is a crime and that if he catches the guy he can press misdemeanor charges and get the money from the guys insurance agency.

Anybody know how my messed up state handles these things??? Would it be considered something different because it was on the property of a public university vs a normal lot??? I hope i'm wrong for my cousin matt's sake, but I dont think I am.

I wouldnt know anything about Michigans state laws, but my friends S2000 got hit in a parking lot about 2 or 3 weeks after he got it and he never found the people who did it, now there is an ugly paint chipped spot about 2 feet wide and about 6 inches deep. He now has to pay for what it costs to get it repainted, i hate those stupid people who hit and run
