Default Street Legal Goft Cart in Southern MN

Okay summer is here so it's time for me to get started on my project.
I'm on the hunt for a goft cart. I'm trying to find one that doesn't have a motor in it like an older junk one.
All i'm interesting in is the cart it's self i'm going to redo the power plant and gear box in it. But thats really not my question.
My Question is what does it take to make a goft cart road legal? I've seen those fancy carts that can be used on the road but i was guessing with some mods i could get a normal cart to run on the road without cops chasing me.
I know it's going to need blinkers lights horn brake lights, is there anything i'm missing?
The only thing thats going to mess up it being legal is the motor I think, but i'm going to build it as a sleeper so it looks like a pretty normal cart so the cops shouldn't bother me.

It is different for every state. Some exclude certain vehicles outright, others say anything that moves and has the proper lights/signals/safety equipment.

I registered a Sandrail in Texas, and drove it daily. All I needed was a windsheild and a windsheild wiper along with the turn/brake signals. Already had mirrors.
Ran on a set of Eagle VR4 tires for street, and had the paddles in the garage for offroad fun. it was fun to pull up to the sand area with the sandrail PULLING a trailer full of tires... You get some looks.

Check your local DMV for converting offroad to onroad use. They usually have guidelines they can give you.
