The article was associated with the King Range in Northern CA. And the Black Sand beaches located there.
The article was about landowners that were in effect driven off their land by the BLM.

It culminated with an observation that a high ranking offical of the Sierra Club was then allowed to build in this protected area.

I read it about a year ago and think I found it on this site.
