Bombardier speedometer trouble, help needed

I have a Quest 650 with the speedometer not working. It lights up, I can reset the tripometer but it does not register new miles or speed. One leg of the connector has 14 volts and the other has 4 volts, anyone know anything I can check?

I had the same problem with my traxter...I never found out the problem but I hope you the best in finding out
