I am thinking about installing a FMF Silencer (non-spark arrestor) on my son's stock 98 Blaster. My goal is to improve the sound of the exhaust and attempt to obtain that high pitch "ping" my Banshee (Paul Turner pipes) makes.

The stock Blaster is very quiet and doesn't represent the sound of a two-stroke engine very well (unless you like'em quiet).

Will just the silencer modification achieve this or do I have to go with an aftermarket Silencer and Pipe combo?

If the silencer only modification will achieve this, do I need to change the jetting?

Any experience will be appreciated!

The Turbine Core II for the Blaster produces 98db.
It makes a loud pop sound. The 2-stroke sound you are looking for. The FMF pipe sounds like a high powered popcorn popper. Or like a high pitched ping. With both, there is no mistake it's a 2-stoke. But I think you could get by with just the silencer.

It perplexes me why you want louder. The quieter the ride, the more places you can ride.

A jetting change should not bee needed just with the FMF silencer. But this greatly depends on the normal factors. Better check.
