What is the relationship of tire height to sprocket?

Hello all, I have a Blaster that has smaller than stock Realtor Pure Sports tires in the rear and I feel it needs a change. I purchased the bike this way, so I have nothing to refer to as to what the gearing felt like when stock. Right now I can barely get moving and have to shift, so it seems as though it's geared very low. What is the relationship of tire height to sprocket changes. IE, for every inch you go down in tire height, what sprocket change would be required to maintain gear ratio? Thanks!!!!

I would think that if you went down in tire size you would also go down in rear sprocket to keep the ratio but I don't really have a clue.
