OK tuning problem

When I bought my lt250r about 6 months ago it was supposedly on first rebuild ever. I believed it cause chassis was in great shape, all bearings but swingarm pivots good and I replaced them immediately. I couldn't get it tuned do I tore down moter. It was on last bore and there was gouges as wide as 3/4 of an inch wide and 3/64 of an inch deep in the sleeve. This wasn't done after motor was together, it was put together like that. I bought a used jug on stock bore, replaced reeds and still couldn't get it tuned. I took the carb off my brothers quad, jetted it down and it ran a whole lot better but still not right. I took it for a day of riding anyway and it seemed to get richer as the day went on. I fouled 2 plugs. This was actually part of my problem before too. I kept having to lean it out and ev erytime it seemed better I'd end up having to lean even more.With my brothers carb (Still my slide and needle) and the same jet and air screw setting it ran better so somebody probably drilled or changed those other jets you never mess with. Any ways my brothers quad has a rad valve and I got regular boyesen power reeds so his should actually be leaner, he's only bored out 40 over. My plugs will look great for a while then it will get rich all of a sudden and foul plugs again. I guess I can check my air filter again and see if it's choking it but I don't think so. Any ideas.

well I hadn't actually thrown a tester on but I had taken plug out and put my finger over hole and hit the kicker as I was thinking of that too. Had enough to push my finger off. Two thoughts I'm having now are silecer plugged or powervalve linkage not setup properly.

You could be right about the plugged up exhaust. It would be worth checking out
