Carb problems with 450s

I recently modified the air intake system on my 1999 Honda 450s 4x4 and have had problems ever since I did it. I put 2 snorkels coming up in the front of the quad about level with the top of the headlight on the handlebars. Each tube is 3/4" in diameter and the stock tube is about 1 1/2" in diameter. I installed a flow control valve to help with the problem, but I think there is still a better solution.
PROBLEM: When the control valve is open and allowing air in both tubes, the motor will bog down when put under strain in low gears. Close it off and it runs fine under strain in low gears (To much air flow?). When the valve is closed only allowing one tube it sputters when trying to accelerate past half throttle until you open the valve back up then it runs fine. (Not enough air flow?) I think I can find a setting with the valve that is close to allowing the same air flow as stock but is this a problem that can be solved by re-jetting my carb?
Any suggestions appreciated......
