I need some advice

I have a 1991 Blaster that was given to me, the plastics were off and it sat outside for about a year. I drained the crankcase and the tranny, the original problem was the bike lost spark. I got everything back in order. It gets good spark, gets fuel, and has good compression. Any thoughts as to why this thing won't start.

You said you drained the "crankcase"???? While it does have a crankcase of sorts, being a 2-stroke it is lubricated by the fuel/oil mixture, and not a sump full of liquid oil like a 4-stroke. So, my question is just what you found to "drain" from the crankcase????
Having sat for a year, I would bet that it is having carburator problems. I know you said it is getting fuel, but maybe not the ideal fuel/air mixture.

All of the plastics were off of the bike so there was no air box, so water ran through the carb and filled the crankcase. I took the jug off and throughly cleaned everything. I replaced the gaskets with new ones and torqued everything. I am familier with 2 strokes and how they work but this has me puzzled. I have good compression, spark, and fuel. The flywheel has never been off so I don't thing it is a timing issue. I can't even get a sputter out of it when I tried starting fluid, (yes I know it's a big no no with 2 strokes). I don't know what else to check, any thoughts?

How much compression do you have? #? Is it a new plug?
Did you take the bottom end apart? If not, what do you think that did to the ball bearing and the crank to have water in the case for a year? Is the bottom end still full of water and who knows what?

Compression is one thing, suction is another, replace the crank shaft seals ?, if not there will be problems with vac for fuel and air, put youre hand over the inlet of the card and see whats happening, if ok, try the carb again m or spray some easy start into it the ether is so reactive its got to do something. New plug is a must as it may not be firing under compresion.
