Default how do i know if i need a new rear axel bearing carrier?

my axel had a lot of play in it so i figured i would replace the bearings and seals. after i got the bearing carrier out i noticed i had rust in the shaft that the axel runs through and my bearings were bad. i was told itd be best to get a new carrier by a local shop but can i just rebuild it and clean the rust out?
