Polaris manual fuel shut off valve

Polaris manual fuel shut off valve
should the fuel shut off valve located on the side of the ATV shut off 100% of the fuel supplied to the carb? i pulled my carb off yesterday to clean it because i thought i had a bad needle and seat assembly. But i noticed the fuel never stopped coming out of the line that hooks up to the carb. i turned the manual valve to RES and ON and the fuel came pouring down like it should. But on OFF, it was slowed down to a constant drip. Is this normal or do I have to replace the shut off valve? seems to me, OFF means no fuel gets past that point.
thanks for the continued support!

Fuel valve should shut off completely. Sounds like you need to replace it,but also even if the fuel valve keeps flowing the carb needle valve should stop the flow from going through the overflow tube on into the engine crank case. Sounds like you could have both a fuel valve and needle valve that need to be replaced. OPT
