Best thing is a manual that can help you. Has a lot of trouble shooting guides and checks you can make to narrow down whether it's an electrical or mechanical or other problem. If this free one doesn't work anymore 2003 Polaris Scrambler 50-90 Sportsman 90 Predator 90 Service Manual[1] - Documents then here's a cheap one for 5 bucks.2002 Polaris Sportsman 90 Service Manual PDF Download

Lift the rear off the ground and see if the wheels move when you hit the throttle...sounds like clutch, but OPT's advice should be followed...

When I lift the rear the tires will spin a lil bit but then it will still cut out

Are you getting gas to the carb when you pull the fuel line at the carb? Plus have you checked the vent line at the tank? Sometimes you can leave the cap off and see if it does better. A lot of tees and lines and filters along with the fuel valve itself on these little ones that can slow fuel down to the carb. Dirt Cheap Yamaha, Polaris, Suzuki & Kawasaki OEM Parts & Accessories – Cycle Parts Warehouse Plus do you still have the block off tube an plug intact and not cracked? They forgot and had to draw this in on this model on the parts list.. Dirt Cheap Yamaha, Polaris, Suzuki & Kawasaki OEM Parts & Accessories – Cycle Parts Warehouse

Runs and starts good, idles good, but as soon as you give it throttle it bogs down.. Then my guess it's either in the clutches or you could have an electrical break down. I'd go through the clutch troubleshooting checks on the manual I linked to plus electrical tests that are shown. It ought to help you narrow down the problem.

"New Carb" - did you confirm stock jet sizes? I'm moving away from the clutches because even if it was stuck in high gear, with the tires off the ground & no load, the motor should still have enough to spin those tires...even if the gear box was seized the motor would spin & burn the belt off...

I'd shoot a copious amount of starter fluid & see if you can get the engine to rev up on that stuff...if not I'd start testing your electronics...almost sounds like there is a limiter engaged...

Check the throttle cable for any binding plus adjust throttle cable to where you have 1/8" slack only at the thumb throttle. If you have too much slack the etc contacts in the housing can touch and the machine will die.
