1995 Big Boss 400

Recently restored a Big Boss and I am having fuel starvation problems both before and after the rebuild. The machine runs great but under load at high speed the carb seems to run out of fuel.
I wait a few seconds and it fires right up and off I go until it runs out again. the entire fuel system and carb has been gone over twice and the float and needle have been swapped twice along with the petcock in the tank.
The gravity feed fuel line from the tank is 3/16" and I'm thinking of possibly increasing to 1/4" ?
Another thought is to install and impulse pump but I am not sure where to pick up the pulse line from. Can I thread a 1/8 npt nipple into the intake and pull of of that? in a four stroke I would typically thread into the crank case or into the valve cover.
Being this is a 2 stroke water cooled 400cc I am at a loss where to add a pulse line. Any suggestions?
