1999 Polaris Sportsman 500 Electrical Challenges

Just acquired this unit knowing it had electrical issues. Prior owner said fan does not work when it gets hot. Current status: starter engages and runs for a few seconds with engine starter. No headlights, no lights on speedometer head, fan doesn't come on. I am having a hard time finding anything that looks like a fuse box. However there is a plastic box (approx 3x4x5/8) in front of the radiator with several wires attached. I found two of the "breakers in a bag" - one off of positive and one off of negative. I tested the positive and it has power on both sides. My questions:
Is there a fuse box and where is it?
I think I understand the breaker in a bag coming off of positive terminal, but why is there a second one off of negative?
Could several of the electrical issues be caused by the fan issue?
Where is the most logical place to start to solve this puzzle?
I thought the fuel pump was mechanical. Does it require electricity to function?
