Easier to use a straight edge rather than the old string and chalk method. We had one guy hold the bars straight,one guy held the metal stud against the tires and adjusted tie rods to where you had 1/8"-1/4" toe out. Jack up the front and and check for any excessive play in tie rod ends. Twisted rear tires? Jack the rear end up and check for any axle damage. Here's one guy's method of doing this.
