I know you need help but I am having a hard time trying to invision your problem . does the throttle buy loose mean it is spinning on the hanlde bar or is the thumb leveler wiggling or does the thumb lever feel like there is nothing there buy that I mean does it push in real easy sloppy like.
If it is wiggling (Thumb lever ) try tighting the bottom nut on the lever .
If it feels like there is nothing there (Sloopy real easy to push in) sounds like a cable problem might have replace it or the spring in your carb is jammed up compressed from puching throttle trying to do wheelies or it is busted
These are the only things I can think off off the top of my head. Good luck

like the thumb thing doesn't go around in circle it just has lot of play be fore i can give it gas, i can give it gas and it will go wide open their is just alot of play in it , i can push the thumb lever like half way before anything happens, what should i look for step by step. what would be your next move

check the spring, i have never been inside the carb on a scrambler but i would assume it would be the same as most. just take the carb cap off and there should be a spring and then the needle assembly, check out the spring for any problems with it. also check the needle assembly and other components in the carb, something could be sticking.
