In the master cylinder there is actually 2 small holes at the bottom of the resevoir (sometimes covered with a rubber "O" plug with slits that you can pop out) that 1 (or both) sometimes gets stopped up with the normal "old age scum". If both holes are not open, the m/c can't "breath" (allowing fresh fluid to replace the displaced fluid), which will not allow it to build up any pressure. If you are not loosing fluid, this will probably be the culprit - no need to rebuild, just clean it up good. I've found cutting torch tip cleaners work good for this (as well as carb jets too - just don't force a too big cleaner through the oriface)
